The project delivery partner model has enjoyed success overseas.

The London 2012 Olympic Games, the Lima 2019 Pan-American Games, and the Expo 2020 in Dubai all procured a PDP. Now the Gateway Commission, which is charged with delivering the new Gateway Tunnel across the Hudson River between New York and New Jersey, is joining the fray. It recently released a shortlist of three teams that will submit a proposal to serve in this role on the high-profile, $16B project, on which it hopes to break ground next year. Gateway would be the first mega-project in the US to use a PDP. But what is the significance of a "project delivery partner," exactly?
